Since 10 June 2024, every pet cat in England must be microchipped and registered before it is 20 weeks old, indoor cats included, and you have to keep your contact details up to date. The fine is up to £500.

It looks well and keeps coming back
Probably someone’s cat, and probably fine. A paper collar asking the owner to get in touch is a polite first step.
It looks thin, hurt or lost
Ask a vet whether they can check it for a chip, and call ahead first. Newham does not collect stray or lost cats.
You think it has been abandoned
Newham points people to the Celia Hammond Animal Trust, a charity that helps stray and abandoned cats across London. Its site has advice on what to do next.
