Who issues a warning
The Environment Agency, and only them. This page repeats their state for the Lower Lea Valley — it never upgrades a reading into a warning of its own.
What a level does and does not tell you
It tells you whether the river is high for this station. It is not a forecast for a particular building, and most of E20 sits behind flood defences.
Which gauge this is
Lea Bridge, the nearest Environment Agency gauge upstream of E20. There is no gauge at Old Ford, and labelling a Lea Bridge reading as somewhere else would be inventing a measurement location.
Why Bow Creek is not shown
It is tidal, so it swings by more than a metre twice a day for entirely normal reasons. Shown as a trend beside a non-tidal station it looks like a river rising fast.
